Martinsburg, West Virginia is not a huge metropolis, so it doesn't have all the bells and whistles and dozens upon dozens of events that the bigger metropolitan areas offer, but it nonetheless has enjoyable celebrations to ring in the new year. Swanky karaoke locations have nothing on the clapping and singing of the crowd about you.
